Art Downey graduated from the United States Military Academy in June, 1961. He retired as a Colonel after 30 years in the U.S. Army in 1991. He served in Vietnam and was stationed there and in Korea, Turkey and Germany as well as assignments as an Assistant Professor, U.S.M.A.; Commander of the East Coast Telecommunications Center, Ft. Detrick; Commander of the US Army Electronic Proving Ground, Ft. Huachuca; and two tours at the Pentagon, one in the Organization of the Joint Chiefs of Staff and one in the Office of the Secretary of Defense (ASDC3I). While on active duty, he attended and graduated from the Army Command & General Staff College, the Armed Forces Staff College and the Industrial College of the Armed Forces. In addition to his BS from the United States Military Academy in 1961; he was awarded a MSEE from Stanford University in 1967; and an MBA from the University of Texas at San Antonio in 1995.

His military awards and decorations include the Defense Superior Service Medal with oak leaf cluster; the Legion of Merit with oak leaf cluster; the Defense Meritorious Service Medal with oak leaf cluster; the Meritorious Service Medal with oak leaf cluster; the Air Medal; the Joint Service Commendation Medal; and the Army Commendation Medal.

He is or has been a member of the Institute of Electrical & Electronic Engineers; the Armed Forces Communications & Electronics Association; the Association of Old Crows; the West Point Society of South Texas; the Association of Graduates, USMA; the Stanford University Alumni Association; the UTSA Alumni Association; and the Phi Kappa Phi Honor Society.

Since his return to San Antonio after retirement from the Army, Art has involved himself in community affairs and has served the City on the Board of Directors, Keep San Antonio Beautiful (two terms as President); as a member and the Chair of the City of San Antonio’s Ethics Review Board; and as a Member of the Joint City/County Bond Oversight Commission. He has been active in his neighborhood serving on the Board of Directors, Stone Mountain Owners’ Association for the last thirteen years, both as President and as Secretary/Treasurer. He is on the Board of Directors Stone Oak Property Owners Association: serves as President of the District 9 Neighborhood Alliance; is on the Board of Directors, San Antonio Neighborhoods Together; and the Board of Directors, Texas Neighborhoods Together. He sat on the District 9 Bond Advisory Committees in 1999 and 2003, and the San Antonio Parks Bond Committee in 2007. He served on the NEISD Bond Advisory Committee in 2006-2007. He was involved in the planning and development of the City’s Stone Oak Park and in the establishment of the Friends of Stone Oak Park organization; he is on the Board of Directors of San Antonio Friends of the Parks. He is the San Antonio River Authority's representative on the Watershed Improvement Advisory Committee.

He has attended the City of San Antonio Public Works Academy, the SAPD Cellular on Patrol course, and was a member of the inaugural class of the Masters Leadership Program of San Antonio.

Art resides in San Antonio Council District 9; he has claimed San Antonio as his home for over 50 years.
